Our Founder

Simon Baugh CBE was Chief Executive of UK Government Communications from 2021 to 2025, leading more than 6,000 communications and marketing professionals.

His record includes:

  • Establishing the Government’s New Media Unit, which integrated data analysis, creative content and paid media to measurably improve audience outcomes.

  • Developing GCS Assist, an award-winning generative AI tool for public sector communications, which delivered nearly £10m in annual productivity benefits.

  • Delivering GCS Advance, a major learning and development programme to strengthen skills in digital, data, evaluation and AI.

Simon has advised leaders in high-pressure situations, including COBR meetings, and led UK Government Communications during the latter stages of the COVID-19 pandemic, the death of HM Queen Elizabeth II, and Russia’s war in Ukraine.

Before Government, he worked in senior private sector roles with a focus on infrastructure and regulation.

Simon was awarded a CBE in the 2026 New Year Honours List for his work modernising government communications.
